The 1997 Plan and the Update - An Overview

Albany’s current Transportation System Plan (TSP) and Transportation System Development Charge (TDSC) were adopted in 1997. The 1997 TSP (70M pdf) and the 20-year Needs Project Map (1.9M pdf) has been an effective tool used to guide development for nearly 10 years.  Many of the recommended projects have been completed and it is time for a fresh look. The update will include a Transportation System Plan (TSP), an Operation and Maintenance (O&M) Plan, and a Financial Plan.

Albany is working with transportation consultants at Kittelson & Associates, Inc. to update the TSP.  The TSP Update project includes an initial discussion with community representatives followed by a phased development of the project as discussed below.  The TSP Update will consider all transportation modes including street, bicycle, pedestrian, transit, rail and airport.

Albany is working in house to develop a 10-year, Operation and Maintenance (O&M) Plan to identify staff and operational programs needed to maintain the transportation system. The O&M Plan described below will manage assets for each component of the street system including pavement, curb and gutter, sidewalk, signals, signs, markings, bridges, open ditches, trees, and medians.

The Financial Plan will identify resources to fund the annual improvement and maintenance expenses identified in the TSP Update and the O&M Plan. Albany will work with a consultant to update the current TSDC methodology.

Transportation System Plan Update - Capital projects between now and 2030

Community Discussion: This series of discussions set the stage for the TSP Update by establishing a common vision of how the transportation system will further community goals.

  • Conduct a series of meetings with community representatives and document their perspectives of the strengths and weaknesses of the transportation system.  The four themes of the Albany Strategic Plan adopted by Council on December 9, 2004, were used to guide the discussions.  Meeting dates and community members that participated follows:

Phase 2: The purpose of this phase is to explore land use and transportation alternatives, develop a preferred solution and a prioritization plan.

  1. Develop land use alternatives - Look at land use changes in the works and those that might lessen transportation needs
  2. Develop transportation alternatives that eliminate deficiencies and meet needs
    Big Picture Alternatives - Look at unique large-scale facilities that might lessen local street transportation needs

    Memo #6A summarizes modeled road corridor alternatives.  Alt #1-4 look at unique large-scale facilities that might lessen local street transportation needs.  Other alternatives include a package of local street improvements (Alt #5), a package of state highway improvements (Alt #6), and a final combined package (Alt #7).

  3. Memo #6B is a draft multi-modal plan that covers the bike, pedestrian, and transit components of the TSP Update. 

    Memo #6C is a draft roadway improvements plan that covers intersection and roadway corridor projects, safety projects, urban upgrade projects, future corridor right-of-way, and roadway functional classification changes.

    The draft Albany Transportation Financial Plan is under review.  Public hearings are scheduled with the Planning Commission on April 18, 2011 and with the City Council on May 11, 2011.
School Connections - Taking the transporation project to elementary students

Road cross-section - build an edible road cross-section with cars, bikes, and pedestrians on top and pipes underneath. Learn that road repairs might have to fit with schedules to repair or replace pipes, bike and/or pedestrian facilities.

Bridges - build a bridge using spice drops andd toothpicks. Fold a sheet of paper to make a bridge that holds more than 100 pennies. Learn about different bridge structures andd what makes a stronger bridge.

Transit, Bikes & Pedestrians – Students take a ride around Albany on a special ATS bus ride to the train station, the mall, the Boys and Girls Club, the Cool! Swim park and back to school.  Students learned how to “Use your Brain—Protect your Head” in a lesson about wearing a helmet to skateboard, roller blade, ride a scooter, and ride a bike.
