Transportation Management Plan
- The TSP was adopted on February 24, 2010.
- The Albany Public Transit Plan was adopted on February 9, 2011
- The Transportation System Development Charge (SDC) Methodology was adopted January 12, 2011. The Transportation SDC fee was adopted March 9, 2011.
- The draft Albany Transportation Financial Plan is under review. Public hearings are scheduled with the Planning Commission on April 18, 2011 and with the City Council on May 11, 2011. For more information, see the Financial Plan link on this website.
Albany’s current Transportation System Plan (TSP) and Transportation System Development Charge (TDSC) were adopted in 1997. The 1997 TSP (70M pdf) and the 20-year Needs Project Map (1.9M pdf) has been an effective tool used to guide development for nearly 10 years. Many of the recommended projects have been completed and it is time for a fresh look. The update will include a Transportation System Plan (TSP), an Operation and Maintenance (O&M) Plan, and a Financial Plan.
Albany is working with transportation consultants at Kittelson & Associates, Inc. to update the TSP. The TSP Update project includes an initial discussion with community representatives followed by a phased development of the project as discussed below. The TSP Update will consider all transportation modes including street, bicycle, pedestrian, transit, rail and airport.
Albany is working in house to develop a 10-year, Operation and Maintenance (O&M) Plan to identify staff and operational programs needed to maintain the transportation system. The O&M Plan described below will manage assets for each component of the street system including pavement, curb and gutter, sidewalk, signals, signs, markings, bridges, open ditches, trees, and medians.
The Financial Plan will identify resources to fund the annual improvement and maintenance expenses identified in the TSP Update and the O&M Plan. Albany will work with a consultant to update the current TSDC methodology.

Community Discussion: This series of discussions set the stage for the TSP Update by establishing a common vision of how the transportation system will further community goals.
- Conduct a series of meetings with community representatives and document their perspectives of the strengths and weaknesses of the transportation system. The four themes of the Albany Strategic Plan adopted by Council on December 9, 2004, were used to guide the discussions. Meeting dates and community members that participated follows:

Transit, Bikes & Pedestrians – Students take a ride around Albany on a special ATS bus ride to the train station, the mall, the Boys and Girls Club, the Cool! Swim park and back to school. Students learned how to “Use your Brain—Protect your Head” in a lesson about wearing a helmet to skateboard, roller blade, ride a scooter, and ride a bike.
